Reimers designs boilers to have a buffer to reduce water level impacts. The valving used has significant control over the rate of release. With the boiler in the photo a gate valve is provided. The gate requires many turns to open. Reimers uses globe valves on some applications. They have a similar effect on the release. On smaller boilers Reimers uses 90 degree valves, some have actuators that take 40 seconds to fully open. Good practice with control of the energy makes a quieter and safer operation.
